Former deputy sentenced to four years in prison on sodomy charges

A former Cass County Sheriff’s Office deputy has been sentenced to four years in prison for inappropriately touching a teenage girl last summer.

Maxwell Blanchard, 42, was arrested by Belton police officers on August 5, 2013, after allegations arose that he was having an inappropriate relationship with a 14-year-old girl, referred to as “ALC” in court documents.

According to the probable cause statement, the victim’s mother told police that she became aware of the relationship after observing sexually-expletive messages on her daughter’s iPod Touch from Blanchard recalling his actions from a trip their family had recently taken with the deputy and his family to the lake.

The mother said their family invited the Blanchard family to the victim’s grandmother’s home in Wheatland for a fish fry.

During the trip, Blanchard is accused of touching the teen in a sexual matter.

After a weekend at the lake, the victim then asked her mother if she could ride home with Blanchard’s family so she could go back to their house to watch a movie.

The mother said it was not unusual for her daughter to spend time at their residence, where other children were present, and consented.

There, police say Blanchard fondled the teen underneath her clothing.

During their course of the investigation, police also found phone messages stating that Blanchard wanted to have intercourse with the teen.

Police said the messages concluded that Blanchard said he was excited about having sex with a virgin.

After the teen’s mother had seen the text messages and was on the phone with a friend who worked in law enforcement seeking advice, ALC notified Blanchard using her sister’s cell phone to let him know that her mother had seen the messages.

The victim’s mother then contacted the Belton Police Department.

Blanchard was then contacted by a police officer within the department to ask that he come to the police station voluntarily.

After doing so, Blanchard was arrested and transported to the Cass County Jail.

Upon being taken into custody, Blanchard was immediately terminated from his law enforcement position. Blanchard had worked for the county since 2004, and was assigned to the civil processing unit.

Following their investigation, local prosecutors charged Blanchard with second-degree attempted statutory sodomy and enticement of a child.

Three months after Blanchard entered a guilty plea to the charges in Cass County, the former deputy, dressed in an orange jumpsuit, was sentenced to his crimes inside Judge Bill Collins’s courtroom on May 19.

After hearing from a Belton police detective case manager and a psychologist who performed evaluations on the defendant on the witness stand, Judge Bill Collins sentenced Blanchard to four years of incarceration at a Missouri Department of Corrections facility.

Blanchard is also facing second-degree sodomy charges in Hickory County stemming from the incident that occurred at the family’s lake property.
