Peculiar asks to annex four properties

Residents in Peculiar will be voting on whether to expand their city limits.

The city is asking voters to consider annexing four tracts of property on Election Day:

• 21604 S. School Road.

• 9707 E. State Route YY (KCP&L substation).

• East 227th Street and Harper Road (Harper Farm).

• 24110 S. Peculiar Drive (Sioux Chief Manufacturing).

City Administrator Brad Ratliff said the annexations would ensure orderly development and growth while securing a southern boundary for future expansion. The properties were identified in the city’s annexation plan developed two years ago.

Because no one lives on the properties, passage requires a two-thirds majority.

Sioux Chief Manufacturing executives oppose the involuntary annexation of their tract.

CEO Joe Ismert said city officials believe an agreement was made 10 years ago, when the city put in sewer lines, that the property would be annexed. But he said the company has no record of an agreement and has paid $200,000 in the last eight years in sewer service fees.

Ismert’s understanding is that the sewer system’s pump station would be annexed, but not the entire property.

According to the city, the property was designated for annexation in 2004 as a stipulation to a grant that funded the sewer project.

If the annexation is approved, Sioux Chief would have to pay $10,000 to $15,000 in property taxes annually to the city.

The annexations will be shown on Question 2 on the ballot, which will list each tract along with a lengthy legal description.
